NOISE UPDATE 4.3.2023: Wolfgang Busch’s Efforts in Addressing CitiField Noise Complaints

Introduction
In March 2023, Ms. Jones, Councilmember Moya’s community liaison, addressed the ongoing noise complaints from concerts at CitiField during a Dorie Miller Housing shareholders meeting. The issue, brought to Moya’s office in September 2022, had yet to see any concrete action. While Ms. Jones submitted the noise complaint to the Mayor’s Office and the Police Department, she provided no real answers, offering only the familiar political line: “We are looking into what we can best do. We know it’s a big issue over at Dorie Miller and Meadow Minor.”
As a community advocate, I personally presented this matter to the 115th Police Precinct, highlighting the impact of excessive noise on local residents and pushing for meaningful action. Due to my efforts, the following year, there were no open-air festivals at CitiField, marking a significant step toward resolving the issue for the community.
Tackling the Concert Noise at CitiField
In 2022, the Rolling Loud New York Music Festival at the CitiField parking lot caused major disruptions for residents in Corona. The noise was unbearable, with sound levels so intense that cabinets in homes shook, glasses fell, and vibrations were felt as far as 108th Street. The event, which started as early as 10 AM and ran late into the night, severely impacted the quality of life for thousands of local residents.
After receiving numerous complaints, I brought this issue directly to the attention of the 115th Police Precinct. This action was crucial, as previous complaints had been ignored or deferred by city agencies and local officials. My involvement contributed to the decision to stop holding open-air concerts at CitiField in 2023, effectively eliminating the primary source of these noise disturbances.
Key Results and Community Impact
As a result of this initiative:
- The open-air concerts at CitiField, including the Rolling Loud Festival, did not take place in 2023, providing much-needed relief to local residents.
- I worked closely with local authorities to ensure that the noise complaints were not only heard but acted upon, showing that community advocacy can make a real difference.
- This outcome reflects the power of direct engagement with law enforcement and city officials, which brought a tangible resolution to an ongoing problem.
Further Questions Raised by the Community
While this step resolved a major issue, several questions remain:
- What are the legal decibel levels for concerts of this nature, and how can they be enforced?
- How do residents ensure they are involved in the approval process for future events at CitiField that may impact their neighborhood?
- Will city officials take more proactive steps to protect residents from similar disturbances in the future?
The reduction of noise pollution at CitiField in 2023 is an important victory for the community, but ongoing vigilance is required to ensure long-term protections.
Conclusion
Through my direct involvement, the community was able to eliminate the disruptive open-air concerts at CitiField for 2023. This marks a significant achievement in holding local officials and event organizers accountable for the well-being of the residents. However, more work needs to be done to ensure that future events at CitiField do not cause similar disruptions. The success of this effort demonstrates the power of community advocacy and the importance of residents standing up for their rights.

The Concert noise at Citifield was brought to Moya's office attention in September of 2022. On March of 2023, five months later and after Ms. Jones was submitting the noise complaint to the Mayors office and the Police department, Ms. Jones had no answers, and the best she could tell the shareholders was a typical political lip-service line, quote: "We are looking into what we can best do. We know its a big issue over at Dorie Miller and Meadow Minor".
After Ms. Jones' statement, Shareholders came to the conclusion that again we are getting Lip-service from Moya's office, just like we are getting about the Hinton Park violations and the 11 Homeless shelders in Moys district.
5 Bands were cancelled by the Police Department, because they were directly linked to crime and people were arrested.
The noise was heard all the way to 108th street, affecting an entire community in Corona.
